| Nuclear Test Readiness Support |
Keystone performs Gap Analyses to define adequacies & inadequacies of existing programs, processes, procedures, assets and personnel. Keystone staff develops plans for full-scale exercises and curriculum for Tabletop Training Activities to maintain personnel proficiency. We utilize the decision support data to prepare annual report on the state of readiness to support the contingency within a predetermined time frame. |
| Operational Readiness Support |
Keystone performs vulnerability assessments (VA) including Tabletop Vulnerability Assessments that incorporate current DOE and NNSA policies such as Design Basis Threat (DBT), Recapture/Recovery, Denial of Task, and the Adversary Capability List. These Tabletop VAs focus on a research and development nuclear facility with an ongoing mission, and the transportation of radioactive materials between the two facilities. |
| Engineering |
The Company provides qualified engineering technical support for white paper development followed by a conceptual design with supporting documentation to address various issues requiring mitigation through engineering controls. Conceptual design documentation details support calculating accurate estimates of the costs. |
| Foreign Language Translation & Interpretation |
Keystone interpreters and translators are trained and experienced in providing translating and interpreting support to high-level government conferences, meetings and negotiations including official agreements, contracts, and other documentation. Our staff is well represented in Russian and Chinese. |
| Environment, Safety, and Health |
Our staff provides safety inspections of all facilities. This includes employee interviews, evaluation of program implementation/documentation, providing reports prioritizing needed corrective actions, and preparation of documented safety and health programs. Other capabilities include safety standard implementation, training on "rights and responsibilities," safety committee membership, integrated risk management, job hazard analysis, and how to perform various safety inspections. |
| Industrial Hygiene |
The Company provides industrial hygiene support for a variety of office and industrial complexes. We perform health hazard evaluations of designated facilities/operations, inspections, employee interviews; collecting potential exposure measurements, and validating engineering controls using direct reading instrumentation and air sampling devices. Keystone personnel are able to translate the results and required corrective actions to both the labor force and supervision. |
| Quality Assurance |
Keystone develops Quality Assurance (QA) Plans using a voluntary consensus standard in its development and implementation. This includes the Quality Assurance Implementation Plan (QAIP) to conduct a "Gap Analysis" of existing QA Plans development and implementation against the selected criteria in the adopted voluntary consensus standard. |

Keystone personnel provide program, technical and general management subject matter expert support in the research, development, and coordination of various management tools, processes, plans, analyses, and implementation of directives. |
| Custom Electronic Device, Instrumentation & Detector, Design and Fabrication |
Keystone posses a strong background in electronic radiation monitoring instrumentation and detection systems. We have experience in electronics design with an emphasis in design and testing of radiation detection systems. Extensive experience in design and troubleshooting of system components such as power supplies, preamplifiers, and amplifiers. In addition, Keystone personnel have an excellent understanding of radiation interactions with materials such as scintillates and solid-state devices, and experience with designing such materials into radiation detection systems. |
| Diagnostic System Development |
The Company has extensive experience using photographic film in weapons related work with an understanding of absolute film calibrations, effects on processing, and film sensitometry. We are experienced in developing and implementing modern diagnostics systems on various Stockpile Stewardship programs. |
| Emergency Management & Consequence Management |
Keystone provides support to the Emergency Response & Nonproliferation (ERN) Program in the areas of strategic planning and project development. We assist the ERN Program office in resolving unexpected issues that periodically arise. Our personnel provide support to the Information and Communication Technologies Program. Keystone personnel have strong radiological and scientific backgrounds and experience in Consequence Management/Federal Radiological Monitoring and Assessment Center community that involve real world and exercise activities. |
| Specialized Computer System Software Support |
Keystone performs the activities necessary to maintain the certification and accreditation of the Classified Emergency Communications Network (C-ECN) in accordance with DOE Order 471.2, DOE M 471.2-2, DOE Notice 205.3 and any other DOE Orders, Manuals, Notices, and Guidelines as required, including NNSA Policy Letters and guidance. Our personnel assisted RSL in developing and revising the unclassified Cyber Security Program Plan (CSPP) for the Unclassified ECN and related resources in accordance with DOE Order 205.1, the DOE 205 series of Notices, and any other DOE Orders, Manuals, Notices, and Guidelines applicable at the time of preparation, including NNSA requirements. We conducted the information security portion of the NA-44 Self-Assessment. Our staff also provided support for the implementation of the classified information security system program and the unclassified cyber security program. |
| Vulnerability Assessments |
The Company completed a vulnerability assessment of the State of Nevada for the Nevada Homeland Security Commission. Assessment provided each of the local jurisdictions with a current vulnerability profile of all potential terrorism targets within their jurisdictions and the State of Nevada. The assessment team, working with the State Emergency Management Division, organized Points of Contact (POC) from each of the jurisdictions participating in the 2003 SHSAS into a Basic Vulnerability Working Group. The Working group included the appropriate disciplines from the emergency response community. The exact composition of the Working Group was left to the discretion of the Nevada Homeland Security Commission. Our staff developed questionnaires to gather information for each of the Department of Homeland Security recognized critical disciplines and infrastructure components. Response capabilities were compiled and analyzed with site surveys as appropriate to determine the vulnerabilities, threats and real risks that Nevada faces. The results were independently reviewed by comparing them to a combating terrorism database developed and maintained by AIR World Wide. The AIR World Wide database contains specific information for each State and municipality. An unclassified assessment report and presentation of results was finalized and provided. |
| Military Installation Analysis & Support |
Keystone personnel have provided on going support to military installations, which have gone through Base Realignment and Closure (BRAC) process. Our personnel provided in-depth analysis on military value and economic impact. Continued support includes policy development, intergovernmental relations, community relations, airspace analysis, encroachment mitigations, infrastructure enhancements, and educational initiatives. |
